The first step in the application procedure is for the employer to offer the foreign national a job offer. This must be a formal job offer.
The job offer must be sent to the foreign national and contain the following information:
1) The job title for the job being offered.
2) A description of the job including responsibilities and standard duties.
3) The salary being offered and benefits.
4) A list of requirements the worker requires for the job. Include education, experience and learned skills. Also state any professional qualifications required if applicable.
5) The full name of the person the worker will be working for.
6) The address where the worker will be working.
7) A phone number where the worker and HRSDC can contact the employer.
8) List the start and end date of the job. Remember, work permits are for a specific period of time.
If an HRSDC labour market opinion is required the employer must complete the following forms and send it to the closest HRSDC office:

Once the Labour Market Opinion has been completed and HRSDC approves the position for a foreign worker, the employer must contact the worker. The worker should in turn request a work permit from CIC.
